PARTISIPASI MASYARAKAT DALAM PENGELOLAAN DAERAH ALIRAN SUNGAI MANDAR BERORIENTASI LINGKUNGAN HIDUP

Society’s participation in utilizing river water in watershed areas must be conducted to maintain and protect the surrounding environment preventing environmental pollution. However, such efforts are not implemented, resulting in river contamination and potentially cause harmful side effects if consumed. This research observes MANDAR Watershed, managed by Tangan Baru Village in Limboro sub-district and Kalumammang Village located in Alu sub-district within Polewali Mandar District, West Sulawesi Province. Both villages involve the community’s participation in managing the Mandar Watershed but must be supported by the community’s effort in maintaining and protecting the environment surrounding the watershed. Accordingly, it is necessary to know how to achieve environmental oriented participation. This research adopted the sociolegal method, which observes the relationship between the current national legal system regulating watersheds and the environment with the social behaviour of the villagers utilizing the MANDAR river water for their survival.

Partisipasi masyarakat untuk memanfaatkan air sungai dalam wilayah DAS harus disertai dengan upaya menjaga dan melindungi kelestarian lingkungan hidup di sekitarnya agar tidak terjadi pencemaran lingkungan hidup. Permasalahan yang selalu timbul adalah tindakan masyarakat memanfaatkan air sungai tidak disertai dengan upaya menjaga dan melindungi kelestarian lingkungan hidup di sekitarnya sehingga menyebabkan air sungai tercemar akhirnya berdampak buruk terhadap kesehatan manusia jika dikonsumsi. DAS yang diteliti adalah DAS MANDAR yang dikelola Pemerintah Desa Tangan Baru (Kecamatan Limboro) dan Desa Kalumammang (Kecamatan Alu) di Kabupaten Polewali Mandar Provinsi Sulawesi Barat. Kedua Pemerintah Desa tersebut melibatkan partisipasi masyarakat untuk mengelola DAS MANDAR, tetapi harus seimbang dengan sikap dan perilaku masyarakat yang mampu menjaga dan melindungi kelestarian lingkungan hidup di sekitar DAS MANDAR sehingga permasalahan yang muncul adalah bagaimana perwujudan partisipasi masyarakat di Kabupaten Polewali Mandar Provinsi Sulawesi Barat dalam pengelolaan Daerah Aliran Sungai MANDAR yang berorientasi lingkungan hidup? Penelitian partisipasi masyarakat di Desa Tangan Baru dan Desa Kalumammang dalam pengelolaan DAS MANDAR menggunakan metode penelitian hukum sosio legal di mana melihat hubungan antara eksistensi Sistem Hukum Nasional (peraturan perundangundangan) mengatur pengelolaan DAS dan lingkungan hidup dengan perilaku sosial masyarakat desa memanfaatkan air sungai dalam wilayah DAS MANDAR untuk kelangsungan hidup.
